CENTER
FOR THE VISUALLY
IMPAIRED
(formerly the APH
Materials
Center)

Yes,
our name has changed but our mission remains the same…
Under
the federal Act to Promote the Education of the Blind, The
American Printing House for the Blind (APH) was established as the official
supplier of educational materials for visually impaired students below college
level in the
United States
and its territories.
The Act passed in 1879, when Congress established an annual appropriation
that is divided among the states and territories.
The Federal Quota funds appropriated under the Act are used by each state to purchase
educational materials from APH for registered legally blind students.
The
Missouri
Instructional
Resource
Center
f/t Visually Impaired (MIRC) coordinates the registration of students who are
legally blind and administers the Federal Quota Funds.
The funds are then used to purchase textbooks in Braille and large type and
specialized educational materials produced by APH for legally blind students in
public and parochial schools and agencies statewide.
The
Missouri
Instructional
Resource
Center
also provides services to partially-sighted students who qualify under IDEA.
